2019年,大连大学附属中山医院在继续贯彻“三依”、“三创”管理理念的基础上,围绕“讲大局、守纪律、确保医院平稳发展可持续”的总体发展思路,以学科建设为中心,以党的建设为保障,以文化建设为引领,注重发挥大学附属医院服务社会、服务地方经济发展的功能,不断探索公立医院改革新模式,凝聚全院力量,提升医院整体综合实力和社会影响力。

In 2019, Affiliated Zhongshan Hospital of Dalian University continues to implement the management concept of "Three Accordance" and "Three Creations" while focusing on the general development pattern of "focusing on big picture, observing disciplines and ensuring smooth and sustainable development". Focusing on the central task of key subjects construction, guaranteed by Party construction and guided by cultural construction, the hospital attaches importance to the service role to the society and to the local economic development. With constantly exploration of new modes for public hospital reform, and gaining strength throughout the whole hospital, we steadily enhance the hospital’s overall competence and social influence.

Guided by Cultural-Construction and Creating a Hospital with Humanistic Concern

大连大学附属中山医院始建于公元1907年,历经一个多世纪的发展历程,不断书写着属于自己的骄傲与辉煌。在百年历史的发展过程中,医院结合医疗行业特点,逐渐形成了以核心价值文化、廉洁文化、制度文化、管理文化、服务文化、环境文化等为特色的医院文化体系。2017年,正值医院建院110周年,医院本着科学扬弃的理念,邀请了专业团队进行文化调研,对现有文化进行整合、提炼、提升,形成了现有的体现传承性和时代性的医院文化理念体系。

近年来,在医院文化的引领下,中山医院各项工作均取得了长足发展,“两个效益”显著提高。在全国卫生系统第九届、第十届“走向人文管理”高层论坛上,医院的文化建设工作受到表彰。2014年、2015年医院被辽宁省民心网评为“亲民单位”;医院被吸纳为中国企业文化研究会医药卫生委员会常务委员单位、中国医师协会人文医学委员会委员单位;辽宁省医师协会人文医学委员会常务委员单位。在2016年度、2017年度辽宁省市属三甲医院综合绩效考核中,中山医院获得全省市属医院第一名的好成绩。2017年,在中国医师协会召开的中国医学人文大会上,医院荣获辽宁省唯一一所“人文爱心医院”荣誉称号。

Affiliated Zhongshan Hospital of Dalian University was founded in 1907. During its century long development, it keeps forging its own pride and glory. In the process of its centennial development, with an eye to the medical industry’s features, our hospital has gradually formed a hospital culture system featuring the culture of the corevalue, the core value, integrity, institution, management, service and environment. In 2017, on the occasion of the 110th anniversary of the hospital, we invited professional teams to conduct the cultural research, in order to integrate, refine and improve the existing culture in line with the concept of scientific development, thus forming the existing hospital cultural concept system reflecting both historical inheritance and modern features.

In recent years, guided by the hospital culture, our hospital has made great progress in various works with marked improvement in the financial and social efficiencies. In the Ninth and Tenth National Health System Humanistic Management Forum, the hospital's cultural construction work was awarded with honors and prizes. In 2014 and 2015, the hospital was rated as "Patient-Friendly Hospital" by Liaoning Minxin website. The hospital was admitted as a standing member of the Medical and Health Committee of the Chinese Enterprise Culture Research Association and a member of the Humanistic Medicine Committee of the Chinese Medical Association, as well as a standing member of Humanistic Medicine Committee of Liaoning Physicians Association. In the Comprehensive Performance Assessment of A-level Municipal Hospitals of Liaoning Province in 2016 and 2017, the hospital won the first place among all the municipal hospitals in the province. In 2017, at the China Medical Humanities Conference organized by the Chinese Medical Association, the hospital was credited as the only "Humanistic-concern Hospital" in Liaoning Province.

以科技兴院为支撑 打造创新型学科梯队

人才是医院固本坚壁的基础,技术是医院发展的核心竞争力。近年来,在大学党委的大力支持下,医院坚持落实“名医”、“名科”、“名院”发展战略,多途径、全方位地引进国内外知名专家、学者,培养青年骨干,先后引进国内外知名院校的学科带头人30人、引进培养博士100余人。通过引贤聚能,集中力量发展优势学科,中山医院打造了一批重点专科及特色专科。医院骨科系国家临床重点专科建设项目;省级临床重点专科6个(骨科、急诊医学科、康复科、护理、肿瘤放疗科、肝胆外科);大连市一级医学重点专科10个(医院骨显微外科、肿瘤放疗科、急救医学科、血管外科、心血管内科、口腔科、康复理疗科、呼吸内科、肝胆外科、护理)。医院多次派出医护骨干分赴国内外知名院校进行研修。在大连市医疗软实力建设中获1个培训中心和7个诊疗基地的建设任务;2014年成立与西安交通大学联合培养同等学力博士学位培训基地;2015年获批博士后科研工作站,拥有博士后导师26名,进站博士后29名;2016年获批院士工作站,2018年获辽宁省示范院士工作站。通过积极搭建学科发展平台,鼓励开展创新技术,医院逐渐形成了学历结构、层次结构、年龄结构较为合理的人才梯队,培育和打造了一批国家及省内一流的学科品牌,促进了学科的快速发展。

Talents are the basis of a hospital, and technology is the core competitiveness of its development. In the past years, under the strong support of the university Party committee, the hospital insists on implementing the development strategy of "famous doctor", "famous department" and "famous hospital". It has introduced famous experts and scholars from home and abroad through multiple channels in an all-round way, and cultivated the young backbones. It has successively introduced 30 academic talents from famous universities home and abroad and more than 100 doctors from famous universities home and abroad. By attracting talents and focusing on developing advantageous disciplines, Zhongshan Hospital has created a number of key departments and special departments. Orthopedics department is one of a national key clinical specialty construction project. There are 6 provincial key clinical specialties (orthopedics, emergency medicine, rehabilitation, nursing, tumor radiotherapy, hepatobiliary surgery). There are 10 municipal firstclass key medical specialties (department of bone microsurgery, department of tumor radiotherapy, department of emergency medicine, department of vascular surgery, department of cardiovascular medicine, department of stomatology, department of rehabilitation physiotherapy, department of respiratory medicine, department of hepatobiliary surgery and nursing). The hospital has sent excellent medical staff to famous universities domestically and overseas for research and further study. In the construction of medical soft power in Dalian, the hospital received the task of setting up 1 training center and 7 diagnosis and treatment bases. In 2014, with joint efforts from Xi’an Jiaotong University, we built a training base for the part-time program of doctoral degree study. In 2015, it was approved as a postdoctoral research station composed of 26 postdoctoral supervisors and 29 postdoctoral fellows. Academician workshop was approved in 2016 and model academician work station in Liaoning province in 2018. By actively building academic development platform and encouraging innovation, the hospital has gradually formed a talent team with reasonable educational background structure, hierarchical structure and age structure, cultivating a number of national and provincial first-class discipline brands and promoting the rapid development of the discipline.

以信息化建设为依托 打造现代化医疗服务模式

Backed up by Informatization and Modeling the Modern Medical Service

医院作为国家卫生计生委医疗物联网及移动医疗标准规范应用验证示范单位、辽宁省教育厅智慧医疗协同创新中心、大连市科技局智慧医疗技术研究中心牵头单位、大连市经济和信息化委员会“数字化示范单位”和医疗物联网示范基地,充分落实国家健康大会精神,定位“互联网+健康”的发展模式,以“惠民、惠医、惠管”为核心,以优化服务流程为出发点,进行大胆创新,承担了国家863项目、国家工业和信息化部项目、科技部“十二五”“精准医学研究”重点项目、国家发改委项目、国家卫计委项目等国家科研课题9项,并取得良好成果。实现了院内医疗数字化、区域医疗数字化、远程急救医疗数字化,更好地发挥大型综合医院在分级诊疗工作的应有作用。

医院先后获得“国际HIMSS机构电子病历功能应用水平分级6级”、国家卫计委“电子病历系统功能应用分级评价五级医院”、“医疗健康信息互联互通标准化成熟度测评最高级别四级甲等”等称号。同时,国家卫计委将医院确定为2015年“国家人口健康信息互联互通标准化成熟度测评工作”试点单位(全国11家)。一个个瞩目的成绩标志着医院的信息化建设水平已走在国内前列,并逐步与国际接轨。

总之,大连大学附属中山医院近几年的飞跃发展,离不开创新二字,所取得的成就,同样离不开“敢为人先”的创新精神。面对国家全面深化医疗卫生体制改革的重要时期,医院上下深深认识到只有不断地进行技术创新、服务创新、制度创新,才能实现人无我有、人有我优、人优我强的良性循环状态。在新中国成立70周年之际,这所有着112周年历史的百年医院,将以她大气沉稳的百年建筑、宏观长远的发展蓝图让人惊叹,其名家英才荟萃、医疗技术强大、诊疗设备先进的雄厚综合实力也格外令人瞩目。未来,中山医院将一如既往地以人民为中心,用不断创新的思维,艰苦创业的精神,把医院建设成为管理一流、人才一流、设施一流、服务一流的百姓信得过的国际化大学附属医院。

We have been awarded the following credits and honors: Model Hospital in Line with Standards of the National Health and Family Planning Commission Medical IoT and Mobile Medical Standards, Intelligent Medical Collaborative Innovation Center of Education Department of Liaoning Province, Model Hospital of Intelligent Medical Technology Research Center of Dalian Science and Technology Bureau, Model Digital Hospital of Dalian Economic and Information Commission, Base of Medical IoT. The hospital has been fully implementing the spirit of National Health Conference to start the overall large-scale innovation process from the optimization of service procedures, with the developing mode of "Internet + health" as its position, and "benefiting the people, the doctors and the management staff" as the core. The hospital has been undertaking nine nationallevel scientific research subjects of 863 Project, projects of Ministry of Industry and Information Technology, key projects of "research of precision medicine" in the 12th FiveYear Plan of Ministry of Science and Technology, projects of National Development and Reform Commission, and projects of National Health and Family Planning Commission, with remarkable achievements. It has realized digitalized medical treatment within the hospital, across the city and longdistance emergency medical services, and has been fully playing the role as a largescale comprehensive hospital in the construction process of a hierarchical medical system.

The hospital has been successively rewarded the rating of "Level 6 of International HIMSS Institutional Electronic Medical Record Function Application Proficiency Grading", “Level 5 Hospital in Electronic Medical Record System Functional Application Level" by National Health and Family Planning Commission, and "Highest Level 4 Grade A of Standardization Maturity Assessment of Medical Health Information Interconnection". Meanwhile, the National Health and Family Planning Commission has designated the hospital as the pilot hospital of "National Population Health Information Interconnection Standardization Maturity Assessment Work" in 2015 (11 nationwide). These remarkable achievements indicate that the informatization construction level of the hospital has been in the forefront of the country and gradually in line with the international standards. Overall, the rapid development of Affiliated Zhongshan Hospital of Dalian University in recent years is inseparable of innovation and daring spirit. Confronted with the important period when the whole country comprehensively deepens the reform of the medical and health system, the hospital staff deeply realize that only by constantly carrying out technological innovation, service innovation and system innovation, can we achieve a virtuous circle of excellency. On the occasion of the 70th anniversary of the founding of the People's Republic of China, the hospital with a history of 112 years will impress people with its serene century-old hospital building and long-term development blueprint, whereas its distinctive competence of renowned talents, powerful medical technology and advanced diagnosis and treatment equipment are particularly remarkable. In the future,Zhongshan hospital will continue to focus on the people and distinguish itself as an international university-affiliated hospital with first-class management, talents, facilities and service.
